
The widespread adoption of the internet and the increased ease of access for a broad audience have brought with them a range of legal issues. From this perspective, it is clear that significant legal progress was made with the adoption in 2007 of Law No. 5651, “On the Regulation of Publications Made on the Internet and the Fight Against Crimes Committed Through Such Publications.” This is because, if one of the crimes defined in the relevant provision of the law is present in the content of websites covered by this law or if a rights violation is involved, a blocking order can be issued more quickly. The purpose of the law is to regulate the obligations and liabilities of content providers, hosting providers, access providers, and collective use providers, as well as the procedures and principles for combating certain crimes committed on the internet through content, hosting, and access providers.
